Abstract
The 21st century presents humanity with an unprecedented convergence of crises: climate disruption, biodiversity collapse, geopolitical instability, and widening socio-economic inequalities. Yet our responses remain fragmented, constrained by outdated conceptual frameworks that treat national security and environmental security as separate domains. This article argues that all national security is environmental security, and that meaningful security can only be achieved through a fundamental reconceptualisation of what we mean by “environment”. Grounded in two foundational systems principles—”Beyond Scope Does Not Exist: Everything is Connected to Everything Else” and “The Whole is Greater Than Its Parts”—we critique the Western ecological tradition that reduces environment to mere physical surroundings and propose instead a 4-Dimensional Environmental Framework comprising the ecological-biological, socio-economic, socio-cultural, and temporal dimensions. Security, we contend, must be pursued holistically across all four dimensions simultaneously. This reframing has profound implications for governance, education, and resource allocation, promising a future in which sustainable national security is indistinguishable from sustainable environmental security.
1. Introduction: The Security Paradox of Our Time
We live in an age of profound contradiction. The natural systems upon which all life depends—the atmosphere, the oceans, forests, soils, and biodiversity—are being degraded at rates unprecedented in human history. Yet our national security establishments continue to operate largely as if military preparedness and environmental stewardship were separate, even competing, priorities. As Jelliman, Schmidt and Chandler observe, the current fiscal reality for many nations involves a “guns versus climate” debate that forces a binary choice between military readiness and ecological survival.
This is a false dichotomy rooted in a deeper philosophical error: the assumption that the “environment” is merely one sector among many, external to society, separate from economy, and distinct from culture. The security paradox of our time is that Western nations ultimately rely for all aspects of their security and survival upon the natural, non-human world, yet they are currently degrading and depleting it to an extreme and potentially terminal extent. Environmental security is not merely one component of national security; it is its foundation. As the German Advisory Council on Global Change has affirmed, “Climate and environmental policy is security policy”. The UN Environment Programme states plainly: “Environmental security is human security. It is national security. It is food and energy security. Without a stable environment, there is no stable future”.
This article proceeds from a simple but radical premise: All National Security is Environmental Security. To make this case, we must first examine how we have come to understand—and misunderstand—both “environment” and “security”, and then articulate a new philosophical foundation grounded in two fundamental principles of systems thinking.
2. The Two Foundational Principles
Before we can re-conceptualise environmental security, we must ground our thinking in two principles that have emerged from systems theory, ecology, and complexity science. These principles are not merely academic abstractions; they are descriptions of how reality actually works.
2.1 Principle One: “Beyond Scope Does Not Exist—Everything is Connected to Everything Else”
This principle, articulated in various forms by systems thinkers from Gregory Bateson to Donella Meadows, asserts that there is no meaningful boundary between what is “inside” and what is “outside” any system. The conventional practice of defining a “scope” for analysis—whether it be a discipline, a policy domain, or a security framework—inevitably excludes connections that are in fact real and consequential.
In the context of environmental security, this principle reveals the fundamental error of defining “environment” as “that which surrounds us”. This definition creates a boundary—a scope—that separates humanity from nature, culture from ecology, and economy from ecosystem. But in reality, no such boundary exists. The air we breathe is the same air that circulates through forests and oceans. The water we drink is the same water that flows through rivers and aquifers. The food we eat is the product of ecological processes that involve soil microorganisms, pollinators, and climatic conditions. The economy is embedded in the environment, not separate from it.
“Beyond Scope Does Not Exist” means that when we define environmental security narrowly—focusing only on ecological-biological systems—we are arbitrarily excluding the socio-economic, socio-cultural, and temporal connections that are, in fact, integral to environmental security. We are drawing an artificial boundary and then behaving as if what lies beyond it does not matter. But as the principle insists, there is no “beyond scope” in reality. Everything is connected.
This principle also illuminates the folly of sectoral governance. When we create separate ministries for environment, economy, health, and defence, we are creating artificial boundaries that obscure real connections. The economic ministry makes decisions that affect the environment; the environment ministry makes decisions that affect health; the health ministry makes decisions that affect social stability. These connections are not optional; they are inherent. To ignore them is to invite unintended consequences and systemic failure.
As Bateson famously observed, “The major problems in the world are the result of the difference between how nature works and the way people think.” Our thinking has been shaped by boundaries—disciplinary boundaries, sectoral boundaries, national boundaries—that nature does not recognise. The first step toward a new philosophy of environmental security is to acknowledge that these boundaries are our constructs, not reality’s constraints.
2.2 Principle Two: “The Whole is Greater Than Its Parts”
This principle, associated with Gestalt psychology and systems theory, asserts that the properties of a system cannot be understood simply by analysing its components in isolation. The interactions between parts create emergent properties—new qualities that are not present in any part alone and cannot be predicted from the sum of the parts.
In the context of environmental security, this principle reveals the insufficiency of addressing the four dimensions of the environment separately. Ecological-biological security, socio-economic security, socio-cultural security, and temporal security are not merely additive; they are synergistic. The security that emerges from their integration is qualitatively different from—and greater than—the sum of their separate securities.
Consider a mangrove ecosystem. Analyse it ecologically-bilologically: it provides habitat, protects coastlines, sequesters carbon. Analyse it socio-economically: it supports fisheries, provides timber, protects property from storms. Analyse it socio-culturally: it is sacred to coastal communities, features in their stories and rituals. Analyse it temporally: its health today determines the well-being of future generations. Each analysis reveals something important. But the whole—the living, functioning mangrove ecosystem embedded in community life and cultural meaning—is greater than the sum of these analyses. It is an integrated reality that cannot be reduced to any single dimension.
Similarly, consider a nation’s security. Analysed through military capacity alone, it appears as a matter of weapons and troops. But the whole—the genuine security that emerges from ecological health, economic resilience, cultural cohesion, and intergenerational sustainability—is greater than any military capacity. A nation with a powerful military but degraded ecosystems, collapsing economy, fragmented society, and mortgaged future is not truly secure, no matter how formidable its armed forces.
“The Whole is Greater Than Its Parts” means that pursuing the four dimensions of environmental security separately—creating separate strategies for ecological security, economic security, cultural security, and temporal security—will never achieve the integrated security that emerges when they are pursued together. The holistic approach is not merely more efficient; it is qualitatively superior. It produces a security that is more durable, more resilient, and more genuine.
3. Narrow and Broad Conceptions of Security
3.1 Narrow National Security
The narrow conception of national security is state-centric and militaristic. It focuses on the protection of territorial integrity, sovereignty, and strategic interests through military capacity, intelligence gathering, and deterrence. In this traditional view, security is about defending the state from external threats—other states, hostile forces, or geopolitical rivals. The primary instruments are armed forces, weapons systems, and alliances.
This narrow view has dominated international relations since the Westphalian settlement. It treats security as a zero-sum game: one nation’s security often comes at another’s expense. More critically for our purposes, it treats the environment as either a resource to be exploited for strategic advantage or a theatre of military operations, rather than as the living system that sustains all security.
Here we see the violation of both foundational principles. “Beyond Scope Does Not Exist” is violated when security is defined solely in military terms, ignoring the ecological, economic, cultural, and temporal conditions that actually determine a nation’s well-being. “The Whole is Greater Than Its Parts” is violated when military security is pursued in isolation, producing a partial security that is brittle and ultimately unsustainable.
3.2 Broad National Security
The broad conception of national security recognises that threats to a nation’s well-being extend far beyond military aggression. It encompasses economic security, energy security, food security, health security, and—crucially—environmental security. As the German Advisory Council on Global Change articulates, a future-oriented, integrated security policy should address climate and environmental protection, social cohesion, information integrity, technological and raw-material sovereignty, and international cooperation within a multidimensional security architecture.
Broad national security acknowledges that environmental degradation—resource scarcity, climate-induced migration, ecosystem collapse—can destabilise societies, trigger conflicts, and undermine state capacity. It recognises that security threats are increasingly non-traditional, transboundary, and systemic. The UK’s 2025 National Security Strategy, for example, makes clear that “climate and nature loss are core drivers of global instability, economic disruption and security risk”.
This broad conception is an improvement, but it still operates within a framework that treats security domains as separate categories that can be added together. It has not fully internalised the principle that “The Whole is Greater Than Its Parts”—the security that emerges from integration is not merely more security, but a qualitatively different kind of security.
3.3 Narrow Environmental Security
Narrow environmental security focuses on protecting ecosystems and natural resources from threats, particularly those arising from human conflict and international relations. It examines how environmental events and trends—natural disasters, water shortages, famine—affect the security of individuals, communities, or nations.
However, as scholars have noted, environmental security is “largely understood to be about threats to the nation-state rather than to the environment per se”. In its narrow form, environmental security remains instrumental: the environment matters only insofar as its degradation threatens state interests. This approach, while an improvement over ignoring environmental concerns entirely, still treats the environment as external to society—something “out there” that, when damaged, causes problems “in here”.
This narrow approach violates both principles. It draws a boundary around the “environment” that excludes social, economic, and cultural dimensions, ignoring the connections that in fact exist. It treats security as the sum of separate components rather than as an emergent property of an integrated whole.
3.4 Broad Environmental Security
Broad environmental security takes a more comprehensive approach, concentrating on people’s everyday security and the preservation of a habitable planet. It is concerned with the ability of individuals, groups, or states to adapt to, mitigate, or avoid environmental change without critical adverse effects that significantly degrade integrity, values, or well-being.
This broader view aligns with human security approaches, which place human well-being rather than state interests at the centre of security thinking. It recognises that environmental security is not merely about managing resources to prevent conflict, but about ensuring that the conditions for life—clean air, potable water, fertile soil, stable climate—are preserved for all, now and into the future.
Yet even this broad conception remains inadequate. It still operates within a framework that separates the “environmental” from the “social,” the “economic,” and the “cultural.” It fails to recognise that these are not separate domains but integrated dimensions of a single reality. It has not fully grasped that “Beyond Scope Does Not Exist” means there is no boundary between the environment and society, and “The Whole is Greater Than Its Parts” means that security must be pursued as an integrated whole.
4. The Philosophical Failure of Western Ecology
The inadequacy of both narrow and broad conceptions of environmental security stems from a deeper philosophical problem: the Western ecological tradition’s definition of environment as “that which surrounds us.”
This definition, seemingly innocent, carries profound implications. It positions the human subject at the centre and the environment at the periphery. It treats environment as external, separate, and passive—a backdrop to human activity rather than an active participant in it. It privileges the physical, measurable components of the environment (air, water, soil, biodiversity) while marginalising the social, economic, and cultural dimensions that are equally constitutive of our lived reality.
Here we see the violation of the first principle most clearly. The definition of “environment” as “that which surrounds us” creates a boundary—a scope—that separates “us” from “it”. But in reality, no such boundary exists. We are not surrounded by the environment; we are part of it, constituted by it, and interdependent with it. The air “surrounding” us becomes part of us with every breath. The food “surrounding” us becomes part of us with every meal. The water “surrounding” us becomes part of us with every drink.
Western ecology, for all its scientific sophistication, has thus inherited a dualism that separates humanity from nature, culture from environment, and society from ecosystem. This dualism is not merely philosophical; it has practical consequences. It has dictated that “all environmental security is located in the physical component of the environment”—the ecological-biological dimension alone. It has produced policies, institutions, and educational systems that treat environmental issues as technical problems to be solved by experts, rather than as integrated challenges requiring holistic responses.
As political ecologists have long argued, “nature cannot be reduced to an external factor distinct from the human”. Human agency and politics are not merely mitigating factors of environmental change; they are “constitutive factors of both the environment and peace”. The environment is not something outside us; it is something we are part of, and that is part of us.
This recognition demands a new philosophy of environment—one that moves beyond the dualisms of Western thought and embraces the full complexity of our existence. It demands that we internalise both foundational principles: that there is no boundary between humanity and environment, and that the integrated whole is greater than the sum of its parts.
5. A New Philosophy of Environment: The 4-Dimensional Environmental Framework
Grounded in the two foundational principles, we propose a new philosophy of environment that understands the environment as a matrix composed of four interconnected, interactive, and mutually inclusive dimensions:
1. The Ecological-Biological Dimension
2. The Socio-Economic Dimension
3. The Socio-Cultural Dimension
4. The Temporal Dimension
Each dimension constitutes one-quarter (25%) of the environment. None is more fundamental than the others; all are equally essential. Security that neglects any one dimension is incomplete and ultimately unsustainable.
5.1 The Ecological-Biological Dimension
This is the dimension that Western ecology has traditionally recognised: the physical and living world of air, water, soil, forests, oceans, biodiversity, and ecosystems. It encompasses the biogeochemical cycles that sustain life, the species with which we share the planet, and the natural resources upon which our economies depend.
The ecological-biological dimension is the foundation of all other dimensions. Without clean air, potable water, fertile soil, and a stable climate, there can be no economy, no society, no culture, and no future. Yet this dimension alone is insufficient for security. As the systems analysis approach demonstrates, “quality of life and health serve as both the main objective and the principal criterion of environmental security”—and quality of life depends on far more than ecological integrity alone.
Applying the first principle: the ecological-biological dimension does not exist in isolation. It is connected to every other dimension. The health of ecosystems depends on economic decisions, cultural values, and temporal scales of action. Applying the second principle: ecological-biological security, pursued in isolation, cannot produce the genuine security that emerges from the integration of all four dimensions.
5.2 The Socio-Economic Dimension
The socio-economic dimension encompasses the systems of production, distribution, and consumption through which human communities meet their material needs. It includes employment, income, infrastructure, trade, technology, and the institutions that govern economic activity.
Environmental security cannot be achieved without economic security. People who cannot feed their families, who lack access to healthcare and education, who face unemployment and poverty, are not secure—regardless of the state of their surrounding ecosystems. Conversely, economic activity that degrades ecosystems undermines its own long-term viability. The challenge is to create economies that are both productive and sustainable, that meet human needs without compromising the ecological systems upon which all life depends.
Applying the first principle: the socio-economic dimension does not exist in isolation. Economic activity depends on ecological systems, cultural values, and temporal horizons. Applying the second principle: economic security, pursued in isolation, cannot produce genuine security; it must be integrated with ecological, cultural, and temporal security.
5.3 The Socio-Cultural Dimension
The socio-cultural dimension encompasses the beliefs, values, norms, knowledge systems, languages, and practices through which communities understand and relate to their world. It includes religion, tradition, education, art, and the collective memory that shapes identity and meaning.
This dimension is perhaps the most neglected in environmental discourse, yet it is crucial. As Oweyegha-Afunaduula has argued, “environmental culture is integral to the sociocultural dimension of the environment”. How a community understands its relationship to nature—whether it sees itself as master, steward, or part of nature—profoundly shapes its environmental practices. Indigenous knowledge systems, often dismissed by Western science, contain millennia of accumulated wisdom about sustainable living.
Security in the socio-cultural dimension means protecting cultural diversity, preserving traditional knowledge, ensuring access to education, and fostering values of sustainability and interdependence. It means recognising that cultural erosion is environmental erosion, and that cultural revitalisation is environmental revitalisation.
Applying the first principle: the socio-cultural dimension does not exist in isolation. Cultural values shape economic behaviour, ecological practices, and temporal perspectives. Applying the second principle: cultural security, pursued in isolation, cannot produce genuine security; it must be integrated with ecological, economic, and temporal security.
5.4 The Temporal Dimension
The temporal dimension encompasses time—past, present, and future. It includes intergenerational equity, the legacy we leave to our children and grandchildren, and the long-term consequences of our actions. It also includes the rhythms and cycles of natural systems: seasonal patterns, successional processes, and the deep time of geological and evolutionary change.
Environmental security that ignores the temporal dimension is short-sighted and self-defeating. As the concept of “four dimensional spatial sustainability” suggests, sustainability must be understood across different temporal scales. We cannot claim to be secure if we are consuming resources that future generations will need, or if we are creating conditions—climate change, biodiversity loss, pollution—that will cause suffering for centuries to come.
The temporal dimension also reminds us that environmental change operates on timescales that often exceed political and economic cycles. The climate crisis, for example, is the product of emissions accumulated over two centuries, and its effects will persist for millennia. Security in the temporal dimension requires institutions capable of thinking and acting across generational timescales.
Applying the first principle: the temporal dimension does not exist in isolation. Our temporal perspective shapes ecological practices, economic decisions, and cultural values. Applying the second principle: temporal security, pursued in isolation, cannot produce genuine security; it must be integrated with ecological, economic, and cultural security.
6. The Holistic Imperative: Security as One Whole
The 4-Dimensional Environmental Framework reveals that meaningful environmental security cannot be achieved by addressing any single dimension in isolation. The four dimensions are not separate compartments but interconnected, interactive, and mutually inclusive aspects of a single reality. This is the direct implication of the first principle: “Beyond Scope Does Not Exist—Everything is Connected to Everything Else.”
Consider climate change. It is, manifestly, an ecological-biological phenomenon: rising temperatures, changing precipitation patterns, melting ice caps. But it is also socio-economic: fossil fuel economies, carbon markets, energy transitions. It is socio-cultural: cultural attitudes toward consumption, scientific worldviews, political ideologies. And it is temporal: the accumulated emissions of past generations, the future impacts on generations yet unborn.
To address climate change through ecological-biological measures alone—renewable energy, carbon capture, reforestation—without addressing its socio-economic drivers, socio-cultural roots, and temporal dimensions is to treat symptoms rather than causes. Similarly, to address it through socio-economic measures—carbon pricing, green investment—without ecological-biological grounding is to risk greenwashing and ineffective action.
Compartmentalisation of security does not ensure durable and stable security. When we separate ecological security from economic security, cultural security from temporal security, we create fragmented responses that fail to address the systemic nature of the challenges we face. As the UN has recognised, “sustainable development cannot be realized without peace and security and peace and security will be at risk without sustainable development”.
This is also the direct implication of the second principle: “The Whole is Greater Than Its Parts.” The security that emerges from the integration of all four dimensions is qualitatively different from—and greater than—the sum of the securities pursued separately. It is more durable because it addresses root causes rather than symptoms. It is more resilient because it draws on multiple forms of capacity. It is more genuine because it reflects the full complexity of human and planetary existence.
We therefore propose that meaningful and effective environmental security—and, by extension, national security—can only be realised if all four dimensions are pursued holistically and integratively as one whole security. This requires moving beyond the narrow definitions that have dominated both academic discourse and policy practice.
We can speak, for analytical purposes, of:
- · Ecological-Biological Environmental Security: protecting ecosystems, biodiversity, and physical environmental systems;
- · Socio-Economic Environmental Security: ensuring sustainable livelihoods, equitable access to resources, and economic resilience;
- · Socio-Cultural Environmental Security: preserving cultural diversity, traditional knowledge, and values that support sustainability;
- · Temporal Environmental Security: ensuring intergenerational equity and long-term sustainability.
But these are not separate securities. They are dimensions of a single, integrated security that must be pursued together. To treat them as separate is to violate both foundational principles—to deny the connections that exist and to settle for a security that is less than the whole.
7. Implications for National Security
If all national security is environmental security, and if environmental security is four-dimensional and holistic, then the implications for how we think about and pursue national security are profound.
7.1 Security as Sustainable Security
Sustainable, secure national security = Sustainable, secure environmental security. This equation is not rhetorical; it is analytical. A nation cannot be secure in any lasting sense if its environmental foundations are eroding. Military strength, economic power, and cultural influence are all built upon—and ultimately limited by—the health of the ecological, social, economic, and cultural systems that constitute the environment.
Applying the two principles: the connections between military security and environmental security are not optional; they are inherent (“Beyond Scope Does Not Exist”). And the security that emerges from integrating military, ecological, economic, cultural, and temporal dimensions is greater than the sum of their separate securities (“The Whole is Greater Than Its Parts”).
This means that national security policy must be environmental policy, and environmental policy must be national security policy. The separation of these domains in government structures, academic disciplines, and public discourse is not merely inefficient; it is dangerous.
7.2 Resource Reallocation
If national security is viewed through the 4-Dimensional Environmental Framework, vastly more investment of a country’s collective time, energy, and money will be siphoned into environmental security. This is not a cost; it is an investment in the very foundations of security.
Currently, vast resources are wasted on military expenditures that often exacerbate environmental problems while failing to address their root causes. As scholars have documented, “military forces contribute to, struggle with, and respond to global environmental change”—but their contributions are often destructive, their struggles reactive, and their responses inadequate.
Redirecting resources from military security to comprehensive environmental security would reduce this wastage. Resources—natural, energy, time, money—that are currently consumed by arms races, military operations, and defence infrastructure would become available for:
- · Social development: healthcare, education, housing, social protection;
- · Cultural development: arts, heritage preservation, intercultural dialogue;
- · Ecological development: ecosystem restoration, biodiversity conservation, pollution control;
- · Environmental development: sustainable infrastructure, renewable energy, climate adaptation;
- · Total development: the integrated development of all dimensions of human and planetary well-being.
This is not to suggest that military security is irrelevant. But it must be understood as one component of a much larger security architecture, not as its primary or exclusive expression. As one study argues, “environmental security is a ‘must’ vis-à-vis military security, not a ‘substitution'”. Military security serves environmental security when it protects against threats to the environment; it undermines environmental security when it prioritises narrow state interests over the health of the whole.
7.3 Governance Transformation
The 4-Dimensional Environmental Framework demands a transformation of governance. Sectoral approaches—separate ministries for environment, economy, health, education, defence—cannot address the interconnected challenges of the 21st century.
We have previously proposed the abandonment of sectoralisation of governance and society in favour of intersectoral, cross-sectoral, trans-sectoral, and extra-sectoral governance. This means moving beyond the silos that fragment our response to complex challenges and adopting governance structures that reflect the integrated nature of reality.
Specifically, we propose government organised on the basis of the 4-Dimensional Environmental Framework, with ministries reconstituted to address the full scope of environmental security. A total of 13 environmentally-friendly ministries, each addressing a dimension or combination of dimensions of the environment, would replace the fragmented sectoral ministries of current governance. These ministries would be designed to work collaboratively, recognising that no single dimension can be addressed in isolation.
Applying the foundational principles: the boundary between ministries is an artificial scope that obscures real connections (“Beyond Scope Does Not Exist”). The governance that emerges from integration—where ministries work together rather than in competition—is greater than the sum of their separate efforts (“The Whole is Greater Than Its Parts”).
This is not merely administrative reform; it is a reconceptualisation of what governance is for. The purpose of governance is to secure the conditions for human and planetary flourishing across all four dimensions of the environment. When governance is organised around this purpose, it becomes more effective, more efficient, and more sustainable.
7.4 Educational Transformation
The 4-Dimensional Environmental Framework also demands a transformation of education. Current educational systems, particularly at the university level, are organised around disciplines that reinforce the very fragmentation we seek to overcome. Students are trained in economics without ecology, in ecology without culture, in culture without temporal awareness.
We have previously proposed adopting a new education system away from individualising disciplinary education to education that is integrative and integrating—education based on the team sciences: interdisciplinarity, crossdisciplinarity, transdisciplinarity, and extradisciplinarity.
We need to produce people with integrated and integrative minds—graduates and professionals who can think across dimensions, who understand the connections between ecological health and economic prosperity, between cultural diversity and environmental sustainability, between present actions and future consequences. We need future-ready professionals capable of managing and conserving the environment within the 4-Dimensional Environmental Framework to ensure effective environmental security and, by extension, effective national security.

This requires not merely adding environmental content to existing curricula, but fundamentally rethinking the structure and purpose of education. It requires moving from knowledge transmission to capacity building, from specialisation to integration, from disciplinary silos to team-based problem solving.
8. Conclusion: The Way Forward
The 21st century demands a new way of thinking about security. The old categories—national security versus environmental security, military security versus ecological security, state security versus human security—no longer serve us. They are relics of a dualistic worldview that separates humanity from nature, culture from environment, and present from future.
We have argued that all national security is environmental security, and that environmental security must be understood through a 4-Dimensional Environmental Framework comprising the ecological-biological, socio-economic, socio-cultural, and temporal dimensions. Each dimension constitutes one-quarter of the environment, and security is only meaningful when all four dimensions are secured holistically and integratively.
This argument is grounded in two foundational principles that describe how reality actually works:
1. “Beyond Scope Does Not Exist—Everything is Connected to Everything Else”: There is no meaningful boundary between dimensions of the environment, between environment and society, or between present and future. Any attempt to define a “scope” for security that excludes any dimension or connection is a denial of reality.

Fragmented approaches produce fragmented security; integrated approaches produce genuine security.
This reframing has profound implications. It demands that we:
1. Reject the Western ecological definition of environment as “that which surrounds us” and embrace a philosophy that recognises environment as the matrix of all existence;
2. Abandon sectoral approaches to governance and adopt intersectoral, cross-sectoral, trans-sectoral, and extra-sectoral governance organised around the 4-Dimensional Environmental Framework;
3. Transform education from disciplinary specialisation to integrative, team-based learning that produces professionals capable of holistic thinking and action;
4. Reallocate resources from narrow military security to comprehensive environmental security, recognising that this is not a cost but an investment in the foundations of all security;
5. Recognise that sustainable, secure national security is sustainable, secure environmental security—and that the two are not merely linked but identical.
The challenges we face—climate change, biodiversity loss, inequality, conflict—are interconnected. Our responses must be interconnected too. The 4-Dimensional Environmental Framework offers a way forward: a holistic, integrated approach to security that honours the full complexity of our existence and our interdependence with all living and non-living things.
The alternative—continuing with fragmented approaches that address symptoms rather than causes, that privilege narrow interests over common goods, that sacrifice the future for the present—is not merely ineffective. It is a path to catastrophe. The choice is ours, and the time to choose is now.
