Uganda’s creative industry is steadily moving toward a more structured and sustainable future.
During yesterday’s strategic meeting held at the Uganda Registration Services Bureau (URSB), three recognised Collective Management Organisations; the Uganda Federation of Movie Industries (UFMI), the Uganda Performing Right Society (UPRS), and the Uganda Reproduction Rights Organisation (URRO), came together to discuss a unified royalty collection system.
The proposal centers on creating an integrated online payment platform under the supervision of the Uganda Revenue Authority (URA). Through this system, businesses such as broadcasters, hotels, bars, event organisers, digital platforms, and schools would pay for licensed use of music, film, and books through one harmonised portal.
Instead of each collecting society pursuing payments independently, the platform would centralise collections, categorise payments by usage, and automatically allocate funds to the respective organisations. The result would be greater efficiency, transparency, and accountability through digital tracking and clear reporting systems.
For Producers Guild members, the implications are significant. Improved compliance could mean increased royalty revenue, more predictable income streams, and reduced conflict with IP users. Most importantly, it shifts film from a one-time sale model toward a recurring revenue structure.
This collaboration signals a broader transition from fragmented enforcement to a coordinated national royalty ecosystem. If successfully implemented, the system could strengthen intellectual property protection and further professionalise Uganda’s creative economy.
