We have not been served with court summons to produce Kayihura-police

Despite the wide publications in the major media houses that General Kale Kayihura, the police chief was summoned by court to answer charges relating to torture, police has died receipt of any summons warranting the latter to appear before court.

Mid last month, police officers, while regulating the conduct of supporters of Dr Kizza Besigye who had been released on bail from Luzira upper prison by high court, acted in a high-handed manner after physically assaulting Besigye supporters, an issue that attracted public fury against specified officers and police as an institution.

Despite producing police officers individually before an internal police inquiry, a section of Ugandans insisted that Kayihura as the head of the institution should be personally held liable for police officers’ excesses, thus dragging him to court.

And as such, General Kayihura is expected to go before Makindye grade-one magistrate Juliet Nakitende who issued summons for police chief  to appear on August 10 to plead to torture charges contrary to section 4,7,8,9 and 10of the prevention and prohibition of torture act, 2012.

But during a routine Monday media briefing, police publicist Fred Enanga said that no lawyer has served the police with summons as required by law.

Enanga  who informed the press that to date IGP lawyers have not embarked on the process of preparing for this legal battle because due to lack of any details, regarding the said charges against the police boss, subsequently pronounced the continued publication of criminal summons against Kayihura “malicious”

Kayihura is wanted with seven of his junior officers including James Ruhweza, Andrew Kaggwa, Geofrey Kaherwa, Wesly Nganizi, Earon Baguma, Samuel Bamuzibire, among others.
